
kathamandu.Feb 13-The government has proposed a new law seeking to impose a fine of Rs 1.5 million and five years in prison for those writing improper things on the social networking sites.
The bill related to manage information technology has a provision that no one should be duped, dominated, discouraged, discriminated, scolded, provoked, and kept in the dark through the social networking sites. Anyone found involved in such activities would be fined up to Rs 1.5 million and five years in jail or both, according to the provision.
The proposed legislation has also barred the people from giving advertisements and broadcasting of the banned products on the social networking sites like Facebook, Twitter and Instagram.
Similarly, the bill has the provision to bar the people from posting status and photos against national sovereignty, geographical integrity, national security and national unity and harmony of federal units. It also prohibits the people from posting contents in the social media that will create discord and create hatred among different ethnic, religious and communal groups.
Under the law, the government has also floated a proposal to punish those found involved in assassinating someone’s character by posting defamatory contents against the person on social networking sites.
The bill, which is set to be tabled in the Parliament by the Ministry of Information and Communications Technology, states that only the networking sites that are registered with the Department of Information can be operated in Nepal.
“The government can ban the social networking sites operated by someone from abroad,” the bill stated.
Earlier on February 11, the government had tabled a new law at the House of Representatives restricting civil servants from sharing their views through media including micro-blogging sites.
